Minerals Plan: Local Aggregate Assessment

The Government has introduced widespread reforms to the planning system in England. The cornerstone of the new system is the Local Plan which, the Government indicates, should be based on the objective use of an up to date, credible, robust and proportionate evidence base.

The National Planning Policy Framework requires minerals planning authorities (MPAs) to produce an annual Local Aggregate Assessment (LAA).  The purpose of the LAA is to identify the amount of aggregate minerals (crushed rock and sand & gravel) that each MPA will need to provide, based on past production and other local considerations.  Derbyshire County Council, Derby City Council and the Peak District National Park Authority have undertaken a joint assessment.

Once the LAA has been finalised, it will be incorporated into the emerging Derby and Derbyshire Minerals Plan. This will inform the strategies and policies for the Minerals Plan and enable the Councils to plan for a steady and adequate supply of aggregate minerals over the plan period to 2030.
