The point that should be made here is that this is essentially a sequential test -(i) Is the development environmentally acceptable, if not (ii) are there benefits from the development which would outweigh the impacts.

Para 7.26 MPG3 does not normally require a proposal to meet a series of tests except in certain areas, e.g. the green belt, if the presumption against is to be overcome. Normally speaking, only one of two tests needs to be met, i.e. either the proposal is environmentally acceptable, or can be made so, or if not, and only if not, the proposal provides offsetting local or community benefits.
