There are still significant areas of the exposed coalfield outside the main urban areas and whilst these may have certain constraints they would need to be considered against the prevailing policy context. If there is a proposed limitation to the working of sites prior to other development (an approach which would appear to be inconsistent with current national policy) this would seriously limit the potential for coal extraction and in many cases could cause more environmental impact than on oth

Para 7.29 The points made in the second sentence of paragraph 7.29 are noted. However, this paragraph should also state that surface coal mines can and do operate as stand alone development. As presently written we feel that this paragraph may be somewhat misleading.
