For Issue 1 we think that both options will overestimate the requirement. We would go further and suggest that this be kept under a rolling review which would support the BMC's suggestion of an ability to retreat to a lower figure when this becomes obvious. We also agree Issue 1 (b) on the basis that so far as we can foresee, future demand will be for reduced quantities.

Objective J should emphasise more the potential for new infrastructure. Later on the document discusses the pros and cons between opening new extraction sites and expanding old ones. We will return to this later but the opportunity should not be missed to create the infrastructure when opening up the new site. It should be possible to extract sand, gravel in a linear mode that creates a canal as it goes, removing the material by barge.
