7.76: MCA are not obligatory, Government Policy advises their use but does not require.
7.77: Whilst the current advice re MSAs and MCAs is confusing I think it would be helpful if a clearer description of them and their roles/functions could be included. Issue 15 is placed directly after the discussion on MCAs which does not aid understanding.
7.78: From my reading of the guidance it is MSAs which should be included in District proposals maps and the district LDDs will also need to make reference to MCAs. It is perhaps important to add to the end of this paragraph the possibility of exploring the potential for prior extraction as an option to refusal.
